Performance Evaluation

One of the guiding propositions of this book is that inflexible technology projects are expected to perform badly. The Eurotunnel project certainly appears to fit this assessment, at least in financial terms. Since late 1989 the project has constantly appeared in media headlines with details of its imminent collapse. Eurotunnel’s cash flow now covers operating costs and marginal capital expenditure but, even with an agreement with banks to suspend required payments of its £700 million annual interest bill, prospects remain uncertain in the longer term. The Channel Tunnel project has characteristics typical of inflexible technological projects, with near to double the initially estimated capital costs expected (see Table 3.3) coupled with development slippage (Table 3.4). Here the proposed dates for reaching operational status are contrasted against the historical dates achieved.
